MS Paint in Windows VISTA lets user make an image and save it as ICO file. This is not available for M.S. Paint in Windows 10. Very disappointing.
Icon Editor in Just BASIC is extremely limited, providing a few menus but no other clever tools. User almost must click pixel by pixel.
Now is a nice time for a brief discussion of alternatives to making icons for our programs.

I always recommend IrfanView to view and convert between image formats and PhotoFiltre to paint and create. Both free, simple and easy to use.

Here's the ones that I've used, and reccomend: - X-Icon Editor Online
- GIMP GNU Image Manipulation Program -- Heavyweight but packed full of features, though I wouldn't download it just to use it for icon making

I was not aware Gimp could save ICO files. Nice thing to know!
EDIT problem is, JB Icon Editor does not open ICO saved with GIMP. Even if I save ICO from JB Icon Editor - open it with Gimp, draw over and save it - it does not loads back, says
I would say, Gimp guys just broke something. (file size went up from 766 bytes to 4.2 kB)
EDIT I have no idea but it seems working second time I do it.

Some of the "links" given are not working. At least you'all gave some text-description for any readers to use in a web search. One of them may be worth checking in. A better hyperlink should be like here: X-Icon Editor ( the "link" tool from composition field tool bar was used for that ).

ntech, The link shown there for X-Icon Editor goes to this same JB community forum page and topic, but your link to GIMP does really go to the GIMP page. You could try editing that post if you want. ( wish I could know some way of looking into the actual text used in making your post but seems not possible. ) Not a big problem. Descriptive text given allows us to do a web search, and one can always choose to give the hyperlink address as plain text.

A quick note for the Linux crowd. A good alternative to MSPaint in Linux is KolourPaint (almost identical to MSPaint and can convert to ICO among many other formats. www.kolourpaint.org/
