If a "struct" is just the same as a "record", then when does one discuss a record as a struct, and when does one discuss a record just as a record?

A Struct is not the same as a record. It is a collection of data in a precise format that Windows uses to pass and receive information when making calls to the API kernel.
It is of no interest to Just BASIC programmers since we have no access to the API.
Liberty BASIC can access the API and uses Structs. The suggestion you probably refer to is thst structs can be used as mixed data types. We only have two data types . Numeric, either integer or float and strings. This is for simplicity. Windows allows other data types but it just adds complication and I don’t think the suggestion will proceed.
