What is it, what is supposed to do?
as for feedback Menu structure seems unconventional, it used to be like this
file file ops --- exit specific domain-specific operations help help (probably "Search notes" could go there) about
is "RESET DATABASE" disruptive operation? If yes it probably should be moved further (dedicated submenu) so user not clicked it occasionally
is "Total records:65" a button? It is normal to show changing information on a button?

Maybe be more consistent with uppercase / lower case menu options ? Place 'about' in its own 'help' menu? A little bit less height on buttons?

Thanks for the feedback.
I have only included the menu options which I felt were needed. Should exit be moved to a button also?
Reset Database - this clears the database, not used often and I might remove it and change this to a "hidden option" via a text file
Total Records: Yes this is a button which when pressed updates the number of records.
Menu Cases: I can fix these up, do any extra options needed to be added?
About: I will move that to a new menu
Button height: I will reduce these.

If this app is going professional, then the greenish ListBox maybe could be use the default Windows Colors. But it depends on its purpose, is something for your personal usage?
What about adding some menu redundancy? Like having the same actions on buttons on menus like every software around. So people could choose between using buttons or menu actions. Use separators on menus as well.
